REQUEST FOR INFORMATION COMMERCIALLY AVAILABLE AUTOMATED SPACE-BASED ISR SERVICES - MARKET ANALYSIS

This request for Information (RFI) is part of a market analysis effort to be conducted by Space Strategies Consulting Limited (SSCL) under contract to the Canadian Department of National Defence (DND) to determine the availability of commercial systems and/or technologies for automated ISR Processing, Exploitation and Dissemination (PED)services. The aim of this effort is to identify opportunities where commercial industry can provide commercial PED services of interest related to and generally be applicable to the following areas:

a) Automated analytical services in support of Geospatial-Intelligence (GEOINT);

b) Automated analytical services in support of Maritime Domain Awareness (MDA);

c) Automated ISR data archive analysis as a service.

Note that the aim of this market analysis is to identify opportunities where commercial industry can provide stand-alone, vendor operated analytical services that could augment current DND/CAF PED efforts and not for technologies or platforms that need to be integrated into DND/CAF systems or networks. This RFI is issued for information and planning purposes only and does not constitute as solicitation. SSCL does not intend to award a contract based on this RFI or to otherwise pay for information received in response to this RFI.

The results of this Market Study will provide DND with an overview of existing and developing capabilities along with a summary of the most promising services. It will also document possible ways that DND/CAF would interact with the services operationally. The potential follow-on activities could include the opportunity for companies to showcase their capabilities as well as the opportunity to assist in defining requirements for an RFP for those services in the near future.

Background

Space-Based Intelligence, Surveillance and Reconnaissance (SB-ISR) data is a critical source of
information to Defence and Security analysts and decision makers. Timely processing and exploitation of data and the subsequent dissemination of derived products provides an understanding of adversaries, their capabilities and intentions within the Pan-Domain. SB-ISR Processing, Exploitation and Dissemination contributes to knowledge dominance, situational awareness and target development. There have been great strides in the development of technology focused on automation, Artificial Intelligence (AI) and machine learning in areas such as: 

a. terrain classification;

a) scene characterization;

b) battlespace characterization;

c) change detection;

d) bathymetric analysis;

e) target detection/identification/tracking;

f) motion characterization;

g) defeating camouflage and concealment;

h) sensor data fusion;

i) tipping/cueing/cross-cueing between platforms;

k) feeding Common Operating Pictures (COP)/Shared Situational Awareness (SSA); and

l) big data/archive mining.

The objective of this market analysis is to investigate commercially available systems and/or technology which could enhance MDA, GEOINT and Data Archival Processing Services. The research will look at systems and/or technological solutions internationally, with a focus on those being used by Canada and its allies. The project will consider companies with systems and/or technologies that are currently in service and delivering those capabilities to customers as well as those companies who have developed capabilities and/or technology that has not yet been implemented. It will provide recommendations for solutions and/or technology that could be part of future trials as well as assisting in defining requirements for a future RFP.

Requirements

SSCL on behalf of the Canadian National Defence Department is looking for
detailed information regarding the availability of commercial systems and/or technologies for Space Based ISR Processing, Exploitation and Dissemination services specifically for the following capabilities:

Maritime Domain Awareness - Available MDA PED & analytical services, to include automation, and integration of additional multiple supplemental data sources (RF, OSINT, AIS, etc.) as applicable;

 

GEOINT - Available GEOINT PED & analytical services, to include automation, and integration of additional multiple supplemental data sources (RF, OSINT, etc.) as applicable;

Archival Processing Services - Available ISR data archive capabilities and/or analysis as a service to include automation, integration of additional multiple supplemental data sources (RF, OSINT, AIS, etc.) to support and/or include the application of AI/ML analytics on archived information.

 

Specific Technical Information Requested

The following information is requested for each of the requirements (MDA, GEOINT and/or Archival Processing Services) that can be delivered by your organization. If responding to more than one requirement provide the information for each of those requirements separately.

The following questions and/or statements should be addressed for each requirement (MDA, GEOINT and/or Archival Processing Services) described in your response to this RFI:

  • Description of capability, operational utility, Technology Readiness Level
    (TRL), whether service exists today/ technology could be implemented/ technology is suitable for implementation;

  • Explain inputs and outputs of each analytical service. Identify those that are provided internal to your company and/or those acquired through outsourcing
    and/or partnerships. Identify whether your capability can fuse additional data sources within the technology/solution;

  • Explain various technologies integrated into or leveraged as part of any analytical services (AI, machine learning, automation);

  • Describe the ability of your company to be self-sufficient in acquiring required primary and supplemental data inputs. Does your capability possess the ability to handle additional new data sources? Describe the data levels you can provide (raw, processed etc).

  • Explain how the service could be provided to the Canadian Department of National Defence. Delivery methods could include portals, cloud instances, email, push/pull capabilities etc;

  • Identify the frequency of service available (hourly, daily, weekly, revisit rate etc) and the area of coverage (regional, worldwide etc);

  • Identify any organizations, governments, or other service providers currently system and/or technology described? Are there any synergies with other relevant Canadian Armed Forces, Department of National Defence or other Canadian Government Organizations. Is there potential for future integration into other Canadian Department of National Defence Programs;

  • Who are the typical defence and security users and/or customers for your capabilities (intelligence, operations, etc);

  • Indicate interest and/or experience in strategic partnerships with other companies and/or potential for Government-Owned-Government-Operated; Government-Owned –Commercially Operated and/or Commercially Owned-Commercially
    Operated relationships;

  • Explain the costing methodology or models for the delivery of your services and/or technology and any costing information available;
